On January 10 - 11, 2011, the CEAP National Board buckled to work and revisited the Strategic Plan of the Association drafted in November 2008. In the said planning workshop, seven (7) Strategic Directions were adopted. These are: Organizational Strengthening and Capability-Building, Advocacy and Public Policy Development, Networking and Linkage-Building, Programs and Curriculum Development, Communications and Public Relations, Resource Generation and Research, Monitoring and Evaluation.
In the ensuing months, the different Commissions and Committees developed their respective work plans anchored on the seven articulated directions. In the forthcoming Regional Assemblies in the run up to the 2011 CEAP National Convention, it is foreseen that the different regions will revise, redirect, refine or altogether develop their plans in alignment with the said Strategic Directions.
The following are the efforts of the Commissions/Committees, the Board and the EXECOM for the period January ? June 2011. In the 2011 CEAP Annual Report, the work of the regions will also the highlighted.

CEAP’s Involvement in COCOPEA
CEAP continues to serve as the lead association in the area of Advocacy and Engaged Citizenship for the Coordinating Council of Private Educational Associations (COCOPEA). The National Advocacy Commission, Legal Committee, National Secretariat and the CEAP Representatives to the COCOPEA Board have worked very closely with PACU, ACSCU, PAPSCU and TEVSAPHIL especially in consultations efforts on the K to 12 Education Program and the regionalization efforts of COCOPEA. The COCOPEA consultations covered eight (8) key cities and more than 200 schools. The terminal report was submitted to Br. Armin A. Luistro, FSC. Moreover, Fr. Antonio F. Moreno, SJ continues to be the lead convenor of COCOPEA Mindanao.
In August 2011, the leadership of COCOPEA shall be transferred to PAPSCU Chairperson, Dr. Jose Paolo E. Campos, President of Emilio Aguinaldo College.
CEAP in Technical Working Groups in both CHEd and DepEd on the K to
12 Program
CEAP and COCOPEA have been amply represented in the TWGs convened by both CHEd and DepEd on the K to 12 Program. In the Steering Committee of K to 12, co-chaired by the heads of the education agencies, CEAP has been designated as the representative for private academe.
Fr. Joel E. Tabora, SJ, NAC Chairperson is a member of the TWG on Curriculum and was the private education representative in the May 27 National Education Summit convened by the education agencies (see full report in the 2011 CEAP Bulletin for the 2nd quarter).
In the TWG on K to 12 Transition, recently convened by CHEd to look into the transition mechanisms and the higher education curricula in light of the 12 year cycle, CEAP is represented as well (see related story in the 2011 CEAP Bulletin for the 2nd quarter). In all these TWGs, the concerns and recommendations of the regions, CEAP commissions and committees on this very important reform effort are articulated with the end in view of ensuring that the “complementary roles of private and public schools” as enshrined in the 1987 Philippine Constitution is respected and strengthened.
On the issue of ESC
It can be recalled that CEAP wrote President Benigno C. Aquino III in February 2011 in reaction to the policy shift on ESC (DepEd Order No. 8 Series of 2011 titled “Policies and Guidelines in the Implementation of the GASTPE effective 2011-2012”) which is detrimental to small and financially-challenged private schools. CEAP sought for a suspension of the “veto” of the President pertaining to EGASTPE which directed “DepEd and FAPE to give priority to graduates of public elementary schools and those coming from areas where there are congested public secondary schools in the implementation of ESC.” CEAP also sought for a status quo on the ESC guidelines, additional ESC slots and increased ESC grants.
The Office of the President in March 2011 acknowledged receipt of the letter and informed CEAP that it has endorsed the matter to the Department of Budget and Management (DBM). The DBM on 3 May 2011 wrote the officers and members of CEAP that the revised guidelines on the implementation of the ESC program does not deprive private, elementary school graduates as long as they are certified as “excess” or aisle students.
In CEAP’s ensuing meetings with officials from both the Fund for Assistance to Private Education (FAPE) and DepEd, the problems and issues raised by our member-schools arising from DepEd especially those pertaining to the requirement that private schools students have to be certified as “aisle” students were discussed. In response, DepEd released a memo to Regional Directors and Schools Divisions/City Superintendents to facilitate the release of the Certification of Aisle Students from the Public Schools. According to DepEd, to help expedite the process, DepEd will be requesting that the Superintendents issue a certification to the ESC participating schools in the different divisions that students declared as overflow by the overcrowded public secondary schools be considered for ESC grants.
CEAP in 2011 NCEA
Fourteen (14) delegates from the Catholic Educational Association of the Philippines (CEAP) participated in the recently concluded NCEA 2011 Convention in New Orleans, USA from 26 ? 28 April, 2011. The three-day event brought together over 8,000 Catholic and Religious educators from across the United States and other countries and offered more than 400 concurrent sessions related to education.
The National Catholic Educational Association (NCEA), a voluntary association of educators and institutions, is the largest private professional education organization in the world. Established in the year 1904 in a meeting held in St. Louis, Missouri, it presently represents 200,000 Catholic educators serving 7.6 million students in Catholic elementary and secondary schools, in religious education programs, in seminaries and in colleges and universities (see full article in the 2011 CEAP Bulletin for the 2nd quarter). The delegation from CEAP was supported by FAPE and Diwa Learning Systems, Inc.
CEAP Bulletin and CEAP Database
The CEAP Bulletin has been released quarterly since December 2010. The 2011 CEAP Bulletin for the 2nd quarter will be released soon. On another plane, the National Secretariat is now working on updating the CEAP Database. The School Information Survey was released in March. Data-gathering and processing is ongoing. All schools are requested to submit as soon as possible their School Information Sheets.
MyCEAP, an Online Database and Web Portal System
MyCEAP is an online database and web portal system that connects CEAP to its member schools, and its member schools to the online community. Apart from simplifying and speeding up the association’s annual school information survey process, MyCEAP also strengthens the member schools’ online presence especially for those that are not yet established. A MyCEAP primer is found in the CEAP website. All schools are urgently enjoined to activate their respective MyCeap accounts. FAPE Support for CEAP-FUSE Teacher Training Program and the 2011
NCEA
FAPE continues to be a valued partner of CEAP as it helped fund the CEAP delegation to the 2011 NCEA Annual Congress and the Teacher Training Program in coordination with FUSE. CEAP is represented in the Private Educational Advisory Council, the governing Board of FAPE.

National Religious Education Commission (NREC)
3rd Pope Benedict Summer Festival for Catechesis and Christian
Formation
The 3rd Pope Benedict Festival was held last 4 ? 6 May, 2011. The NREC assisted in information dissemination. A parallel meeting was held among NREC members to plan for the 2nd NREC Summit on 30 November ? 2 December, 2011. It is expected that by this time, the Regional Religious Education Committees have been formed (see full article in the 2011 CEAP Bulletin for the 2nd quarter).
National Tertiary Education Commission (NTEC)
NTEC gets ready for K+12
In February 2011, NTEC identified three areas of common concern among HEIs, namely: 1) K+12 initiative; 2) Twinning and other assistance to small schools; and 3) Accreditation of higher education program.
During its 9 April 2011 meeting, the Commission decided that the most pressing issue to be given priority was the K+12 initiative. Taking a proactive stance, the NTEC member-schools were then assigned to prepare models of transition projecting possible scenarios and suggesting action plans to address specific problems/opportunities that their learning institutions might have to deal with. These transition models were presented during the 3rd NTEC meeting on 24 May 24, 2011.
The Commission decided that the transition models presented be examined closely and be put together to come up with integrated models according to the different types of HEIs. These models will then be presented during the HEI Conference on K+12 on July 8, 2011 (Friday), 9:30AM ? 4:00 PM at DLSU where school heads, Vice Presidents for Academic Affairs and the academic deans of CEAP schools will be invited.
National Basic Education Commission (NBEC)
1st National Basic Education Summit
The 1st National Basic Education Summit was held on 5 April 2011, at the Colegio de San Juan de Letran at the Intramuros, Manila. The summit was a product of a series of consultative meetings organized by the NBEC.
The summit was attended by the regional representatives of CEAP members, mostly school directors and principals from the National Capital Region (NCR) and from all the island groups. The aim of the summit was to tackle issues in private basic education through critical engagement with government, business, media, religious, and other civil society groups. It also sought to develop a work plan of the NBEC. DepEd Undersecretary Yolanda S. Quijano presented the K-12 education reform, financial analyst Don Z. Brodeth discussed the Effect of K to 12 on cohort and financial flows and Sr. Merceditas O. Ang, SPC spoke about the Catholicity in schools. Three work groups were formed: the K to 12 work group, the ESC work group and the Capability-Building work group.
On the issue of Cheating in NAT
The Commission through its Chairperson, Fr. Teodulfo B. Baria Jr. sent a letter of inquiry to the Office of the DepEd Secretary concerning the on-going investigation on the National Achievement Test (NAT) cheating case in Region VI. The National Office received responses from the DepEd Testing Center and from the Office of Undersecretary Alberto T. Muyot. According to DepEd, the investigation in Region VI is on-going while another cheating case in Region I has been resolved and appropriate charges has been filed.
CEAP-FUSE-FAPE-IBM Philippines tie up for Teacher Upgrading Program
The CEAP, through the NBEC and CEAP Region 6 co-sponsored with the Foundation for the Upgrading of the Standard of Education (FUSE) in partnership with FAPE and IBM Philippines a week-long teacher training program on 9 ? 13 May, 2011 at the Colegio de Sagrada Familia, Iloilo City. The Teacher Upgrading Program was in five content areas, namely: Elementary Science and Health, High School English, High School Mathematics, Physics and Chemistry. Cong. Salvador H. Escudero III visited the participants and conferred with CEAP Region 6 Director, Fr. Ely Rafael D. Fuentes. The Region 6 program was attended by more than a hundred participants from Catholic Schools all over the province.
Another week-long teacher training program was conducted on 23 ? 27 May 23, 2011 at the Our Lady of Peace School in Antipolo City with more than a hundred participants from the diocese (see the full article in the 2011 CEAP Bulletin for the 2nd quarter).
National Advocacy Commission (NAC)
Regular Commission Meetings
The Advocacy NAC has met regularly every first Monday of the month, with its 10th meeting scheduled in July 2011. The Commission is composed of representatives from various member schools who lead the different issue-groups of the commission. The issue-groups of the commission is based on the Major Policy Issues outlined in the Advocacy Framework.

Key Reforms in Basic Education
NAC Chairperson Fr. Tabora, SJ has effectively represented CEAP in fora and discussions in basic education reforms. Together with representatives from COCOPEA, Fr. Tabora, SJ has provided a private and Catholic education perspective in meetings with both the executive and legislative branches of government.
Tax issues
Dean Cesar L. Villanueva of the Ateneo de Manila Law School has written a proposed Comprehensive Tax Exemption Bill for Non-Profit, Non-Stock Educational Institutions. The bill has been approved by the CEAP Board. The NAC shall finalize its next steps on this proposed draft legislation.
Environment: Minerals Management Bill (MMB)
In line with the environment policy thrust, the NAC has been discussing the support for the passage of the MMB and the need for more information campaign among schools about the effects of mining. The Commission has agreed to work with the Legal Rights and Natural Resources Center of Kasama sa Kalikasan (Friends of the Earth Philippines) in support of this proposed bill. In aid of this effort, the NAC shall also be forming an study group that will provide CEAP with data needed in crafting pertinent policies including the official stand of CEAP on the MMB.
CEAP’s Roundtable Discussion with Key Legislators
The NAC organized a Roundtable Discussion among key legislators with the objective of establishing a direct and effective linkage in order to influence policy-making particularly on education. The following distinguished members of the Congress of the Philippines attended the roundtable discussion held at Hotel Sofitel on 8 February 2011: Rep. Salvador H. Escudero III (Sorsogon, 1st District), Rep. Juan Edgardo M. Angara (Aurora, Lone District), Rep. Maria Isabelle G. Climaco-Salazar (Zamboanga City, 1st District), Rep. Antonio L. Tinio (PL - ACT TEACHERS), Rep. Mariano U. Piamonte Jr. (PL - A TEACHER), Rep. Fatima Aliah Q. Dimaporo (Lanao del Norte, 2nd District). Rep. Bernadette R. Herrera-Dy (PL ? Bagong Henerasyon) and Mr. Juan Paolo D. Lorica of Rep. Mar-Len Abigail S. Binay’s Office. Representatives from the Offices of Sen. Juan Ponce Enrile, Sen. Edgardo J. Angara.
During the discussion, CEAP presented three policy concerns for the consideration and support of the legislators, namely:
1. Amendment to the PRC Modernization Act of 2000;
2. Amendments to the EGASTPE Law;
3. K-12 Legislation or the Enhanced Basic Curriculum Act of 2011.
Resulting from this Round Table Discussion, the same congressmen filed the following bills in the House of Representatives:
House Bill 4198 An Act Amending Section 11 of Republic Act 8981 otherwise known as the Professional Regulation Commission (PRC) Modernization Act of 2000
The amendment submitted pertains to Persons to teach subjects for Licensure Examination on all Professions to wit, ”The policies, standards and requirements of professional academic programs in the area of faculty as prescribed by the CHED in consultation with the respective professional boards shall be recognized by the PRC and complied with by higher education institutions.”

Both bills support CEAP’s advocacy on a 12-year Basic Education Cycle as a key reform measure to improve the quality of basic education in the country.
CEAP position on SB No 489, “An Act Strengthening the Commission on Higher Education (CHED), Amending for the Purpose R.A. No. 7722, Entitled ‘An Act Creating the Commission on Higher Education, Appropriating Funds Therefore, and for other Purposes.”
CEAP, through the NAC, submitted its position on SB No. 489 which stated in no uncertain terms that, “The desire of SB 489 to strengthen CHED is affirmed, but it is our conviction that it seriously weakens CHED. It compromises its qualification to preside over tertiary education in the Philippines. It removes the academic and experiential qualifications of the commissioners, and so effectively removes the effective governance by peers laudably provided by RA 7722.” (see full copy of the CEAP position in the 2011 CEAP Bulletin for the 2nd quarter)
Paninindigan sa Katotohanan ng Bagong EDSA

On the eve of the 25th Anniversary of EDSA People Power 1, CEAP, in coordination with the Ninoy and Cory Aquino Foundation (NCAF) called on the youth to live and relive the spirit of EDSA by upholding truth and integrity. A forum with invited guests and partners, Ms. Heidi L. Mendoza, Lt. Col. George A. Rabusa, Mother Mary John Mananzan, OSB and Ms. Leah Navarro preceded the Candle-lighting Ceremony participated in by CEAP member-schools.
CEAP Advocacy Commission Website
The CEAP Advocacy Website url is https://sites.google.com/a/ceap.org.ph/advocacy/home. The site is an online venue for the CEAP advocacy groups to collaborate and share information, documents, and thoughts and insights. The Commission highlighted the Files section of the site wherein current documents and other information products from and for the different advocacy groups of the Commission. The files are readily accessible and downloadable to all who visit the site.
Superintendents’ Commission (SupCom)
SupCom Mid-Year Assembly in February 2011 and Annual Assembly in
September 2011
The CEAP Superintendent’s Commission had its Mid-Year Assembly last 2 ? 4 February, 2011 at Casa Pilar in Boracay, Malay, Aklan. The theme for the mid-year assembly was “Paradigm Shifts in Leadership and Collaboration Among CEAP Superintendents”. DepEd Sec. Br. Luistro, FSC gave the keynote address while Bishop Gabriel V. Reyes, D.D., Bishop Antonio R. Tobias, D.D., and Bishop Rolando Octavus J. Tria Tirona, OCD, D.D. attended the assembly to participate in the Tirpartite Dialogue between the Bishops, Major Superiors and Superintendents. The Assembly also discussed the plans for the Superintendents’ Academy.
Plans are underway for the SupCom Annual Assembly which shall be held at Samal Island in Davao on 18 ? 20 September 2011. This year’s theme will be be "Towards the Culture of Peace: Reviewing the Past, Engaging the Present, Discerning the Future". A working paper titled “Towards the Building of a Culture of Peace” drafted by Dr. Belen B. de Jesus is being studied to finalize the content and design of the Assembly.
Retirement Commission
Retirement Fund Performance FY ended April 30, 2011
Ending FY April 30, 2011, the market value of the Fund posted at Php3.922 billion with a growth of 15.96% or Php540.04 million from April 30, 2010 level of Php3.382 billion.
The Fund’s realized and unrealized earnings of Php 260.108 million, and Php 224.986 million, respectively, totaling Php 485.094 million. Return on investment (ROI) for the period stood at 14.29% compared to 13.63% registered last fiscal year.
CEAP Retirement Commission
The CEAP National Board approved in its December 2010 Meeting that the Retirement Commission shall consist of 13 members, 10 of which will be appointed from the Fund’s biggest stakeholders with the CEAP President, Treasurer and Executive Director as ex-officio members.
The institutions represented in the Retirement Commission effective March 2011 are: De La University, Ateneo de Manila University, schools owned and run by the Missionary Benedictine Sisters, Marist Brothers schools, Oblates of Mary Immaculate schools, Miriam College Foundation, Inc., Daughters of Charity schools, and Holy Spirit schools.
CEAP Retirement Plan Assembly
This year’s theme is “CEAP Retirement Plan@43: Onward to Change…Key Driver to Growth and Sustainability”. It will be on 22 September 2011 at the Marco Polo Hotel, Davao City.

Programs Committee (ProgCom)
JEEPGY + 1 Programs
1. JUSTICE and PEACE: As PEACE is the issue to be tackled in the 2011 CEAP National Convention, the activities of the subcommittee are all geared towards the preparation for this event.
2. ENVIRONMENT: The subcommittee has decided to focus on three major issues: 1) Inter-regional cooperation for the conservation of key ecosystems; 2) Food security and organic farming and 3) Energy management. To address the first issue, a teacher training (participated in by Regions 2,3,4a and NCR) for the conservation of the Sierra Madre was conducted on 19 ? 20 May 2011 at the Miriam Environmental Studies Institute. There will be a meeting in Cebu on 24 June 2011 to present the subcommittee’s framework to the CEAP schools in the Cebu province for comments and inputs and to come up with an action plan. The Subcommittee is also planning a summit on Food Security to be held sometime in January 2012 and on Energy Management sometime in November 2011.
3. ENGAGED CITIZENSHIP: The Subcommittee met on 4 April 2011 to discuss the focus of the group. On the whole, the subcommittee on engaged citizenship will focus on three main tracks: a) curricular integration of modules similar to what St. Scholastica’s College is doing with their curricular programs; b) citizen’s watch ? monitoring of government projects; and c) elections. The idea is that you prepare the citizenry to elect good officials but once these officials are elected, make them accountable for their actions by monitoring their performance until the next election cycle begins anew. The Dilaab foundation group of Fr. Carmelo O. Diola will be coming on board in the Subcommittee with their Circles for Discernment for Elections (CIDE) framework in preparation for the voters’ education campaign for the 2013 elections.
4. POVERTY REDUCTION: Two meetings were held for Region 3 schools near the relocation site of the North railway to plan a joint outreach program on Poverty Reduction dubbed as CULTURAL ENTREPRENEURSHIP. On 13 April 2011, the schools had a sharing of their different outreach programs and met the leaders of the relocated community, who are the beneficiaries of the joint outreach program. Before the day ended, the vision-mission and goals for this program were crafted and approved by the participants. Inter-school committees have been formed to work on key areas of the program. Site inspection of the outreach community area was conducted last 15 June 2011. On 29 June 2011, another regional meeting will be held to harmonize and finalize plans for the said program. The La Consolacion University Phils (formerly University of Regina Carmeli) has agreed to be the program champion school. This community extension program is CEAP’s contribution to nation-building.
5. GENDER AND DEVELOPMENT: Two seminars on HIV-AIDS prevention were held. The first one was a seminar for teachers and guidance counselors. It was a whole day event held on 29 January 2011 at the UP NCPAG. It was attended by 34 teachers and guidance counselors from CEAP schools. The second seminar was held on 31 January 2011 at the Miriam College ESI Conference Hall and was attended by 187 students from CEAP NCR and CEAP Region 4 schools. Following these initiatives, the CEAP has entered into partnership with CBCP-Caritas Filipinas Foundation Inc., Philippine National AIDS Council, with Most Rev. Broderick S. Pabillo, D.D. as the Bishop-Advisor for a program titled ‘Mainstreaming HIV & AIDS in Life Skills Education for the Youth.” It is estimated that the 50 participating CEAP schools will have an outreach of 100,000 beneficiaries: students, personnel and faculty members during the SY 2011-2012. There will be 20 participating schools from NCR, 15 from Cebu and 15 from Davao. Since the life skills will be mainstreamed in the school curriculum, the outreach and impact of this program will be sustained beyond the life-cycle of the program.
6. YOUTH EMPOWERMENT: The following BIDA activities were conducted: 1) BIDAHAN Youth Camp in Assumption, Antipolo in January 2011, 2) another BIDAHAN was held in Western Mindanao in February 2011, and 3) On 7 May 2011, the first ever diocesan-wide BIDA-han was conducted for the Diocese of Novaliches. Planning for a BIDA National Camp to coincide with the 2013 CEAP National Convention is in progress.
7. In the Strategic Planning Workshop, MEDIA EDUCATION has been added as the seventh pillar program of the JEEPGY. In coordination with the Titus Brandsma Media Center, the CEAP sponsored a workshop on The Basics of Media Education at the CEAP National Office on 25 ? 26 May 2011. The workshop was aimed at coming up with a program that will equip teachers to challenge myths about media and instruct the students to be critical and responsible users of media and technology. Invited schools were asked to critique the workshop and see whether it will effectively cater to the target audience. The response was in the affirmative. Further planning on how to take the program to the regions will be undertaken.

Student groups led by Kabataan party list are clamoring for CHED regulation of other school fees. The CEAP position on the issue is that there should be internal mechanisms for self-regulation rather than a new law or CHED memorandum order on the regulation of miscellaneous fees.
Amendments to the Manual of Regulations for Private Schools in Basic Education (MRPSBE)
The DepEd has accepted 95% of COCOPEA-proposed amendments to the MRPSBE which came out as DepEd Order No.11. Foremost of this is the matter on the incremental proceeds (see full copy of the CEAP position in the 2011 CEAP Bulletin for the 2nd quarter). There are fifteen (15) more amendments that were not acted upon. The Legal Committee shall pursue this matter with DepEd.
P75.00/day daily across-the-board wage increases for all workers in the National Capital Region
CEAP submitted a position paper to the Regional Tripartite Wages and Productivity Board of NCR on the petition of the Trade Union Congress of the Philippines (TUCP) for a P75.00/day daily across-the-board wage increases for all workers in the National Capital Region. The paper reiterated that CEAP lends its support to the opposition of the employers’ representative to the RTWPB-NCR to the TUCP petition calling for a P75.00 increase in the minimum daily wage rates for all minimum wage workers in the private sector. It is feared that such an imposition will unduly prejudice the financial stability and economic survival of our member-schools who are already burdened with the declining rates of enrolment as well as the increasing costs of quality education (see full copy of the CEAP position in the CEAP Main Website).

On the Membership Application Process and New CEAP Members
The CEAP National Board, as recommended by the MAC approved that in the membership application process for congregational and diocesan schools applying for membership, a letter of intent to the CEAP President and endorsements from Superintendent, Bishop and CEAP Regional Director would be considered adequate. Only non-congregational and non-diocesan schools which meet all other criteria for membership should be visited by the Regional Membership Committee.

Finance and Personnel Committee (FinCom)
CEAP Building
On its 70th year, the CEAP National Board approved the construction of a three-storey building in its present office address at 7 Road 16 Bagong Pag-Asa Quezon City. The building will have conference and training rooms, a prayer room, a library and more importantly, will house the CEAP Retirement Plan Office as well.
The design of the building has been commissioned to the former Dean of the UST College of Architecture and United Architects of the Philippines President, Architect Yolanda David Reyes. Architect Reyes is an accredited APEC lawyer and an alumna of the UST College of Architecture.
PCNC Certification
The FinCom is on top of efforts to finalize all the documents needed to apply for a certification from the Philippine Council for NGO Certification (PCNC). A PCNC certification gives CEAP a donee institution status. RA 8424 or the Tax Reform Act of 1997, Chapter VII, Section 34 (H) provides that contributions or gifts actually paid or made to donee institutions shall be allowed as business deductions for income tax purposes.
